(B) MAIN FUNCTIONS OF iCED :

The main functions of iCED are as under:

  • To be a Centre of Excellence for training on Environment Audit and sustainable development

This involves training of senior officers (Group A) of SAI India on the audit of environment, training of supervisory officers (Group B) of SAI India, training of officers of SAIs other countries on audit of environment,

  • To be a Center for increasing Environment Awareness

This involves training of senior officers of other Civil Services in India, training of client departments of SAI India like ministries, state governments, public sector units (mining, power, petroleum, chemicals, sugar, textiles, leather etc)

  • To be a center for Knowledge creation and assimilation

This would involve tracking academic work, media reports, government reports and other reports on the environment and sustainable development in general both nationally and internationally, tracking and assimilation of INTOSAI WGEA and ASOSAI WGEA work, tracking and assimilation of findings of environment audit and audit of sustainable development in SAI India and other SAIs around the world, networking on knowledge creation with institutions working both nationally and internationally on environment and sustainable development etc.

  • To be a Center for Environment Sustainable Development Policy Research

This would include carrying out research on policy relating to environmental issues like climate change, house hold waste, hospital waste, e-waste, etc. These research projects would be funded by C&AG of India, Ministries of the Government of India, and other international multilateral agencies.

  • To offer professional certification on Environmental studies

iCED would also strive, a later stage, to offer different levels of professional certification on environmental audit and environmental studies after collaboration with a university of international repute.

2. DISTRIBUTION OF WORK AMONGST OFFICERS

Overall supervision Work relating to administration; office establishment; budget; HRD; procurement; Library; outsourcing services; estate management; housekeeping; receipt & despatch; annual maintenance contracts & will also be the head of office In charge of Trainings and research. All aspects of preparing for and conducting workshops; seminars; training programmes; administrating the iCED website; conducting research; publishing quarterly newsletter; developing course modules for national and international training as well as workshops; offering guidance to state audit offices carrying out environment audits;etc;

3. PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS

Every employee is accountable to his/her senior officer in the discharge of his functions/duties. The officers of the rank of Director General/Director are decision making authorities.

 

4. NORMS FOR THE DISCHARGE OF OFFICIAL FUNCTIONS
The various functions assigned to the Centre are discharged within the stipulated time prescribed for each job/function. The office follows the norms prescribed in departmental manuals in the discharge of its functions/duties.

The rules, regulations, instructions, manuals and other records to be used by the employees for the discharge of their functions are readily available in the office for perusal of Public. Some of these records are listed below:-

6. DIRECTORY OF OFFICERS AND EMPLOYEES
A directory of officers and employees (Gradation list) of the Institute is proposed to be prepared every year and will be available in the office. Such list is however, not to be treated as a seniority list.


7. MONTHLY REMUNERATION
