Over the years, the Comptroller and Auditor General of India (C&AG) who is the SAI India, has been involved in evaluating the efforts of public administration in the management of the environment by carrying out more than 100 environmental audits on issues like air & water pollution, waste management, biodiversity etc,. Most of these reports dwelled on lack of compliance to the laid down acts/rules enacted by Parliament and weaknesses in monitoring programmes of the government. The increasing need to integrate environmental issues in the process of planning and development in India, has made it imperative that SAI India provides the necessary skills to auditors in auditing environmental issues. A training facility called the “International Center for Environment Audit and Sustainable Development (iCED)” has been set up in the picturesque city of Jaipur in India, located around 250 kilometers from Delhi, the capital of India. This facility seeks to harness India’s expertise in conducting more than 100 environment audits in the last 20 years to provide extensive training and a forum for experience sharing in this field. iCED is also the Global Training Facility for The International Organisation of Supreme Audit Institutions (INTOSAI) which is an organization of Supreme Audit Institutions (SAIs) worldwide.
iCED started functioning from the building of Regional Training Institute, Jaipur from May 2011. The new building of iCED was inaugurated in May 2013 by the Honourable Vice President of India, Shri M. Hamid Ansari in the presence of Honourable Governor of Rajasthan Shrimati Margaret Alva and the Comptroller and Auditor General of India.
